Simulation Based Training for Electronic Medical Record Application
About The Client
Bellevue College is the third largest institution of higher learning in Washington State; Bellevue College caters to 37,000 students for higher education each year. The college promotes student success by providing high-quality, flexible, accessible educational programs and services; advancing pluralism, inclusion and global awareness. It also acts as a catalyst and collaborator for a vibrant region.
Special Initiative
The initiative was to expand health information technology workforce education capacity. It was funded by the U.S. Department of Labor’s Employment and Training Administration, Grant #TC-23745-12-60-A-53. The entire simulations development was special due to its 508 compliance requirement. The original EMR system was not 508 compliant. Special efforts were put to meet the required compliance satisfactorily.
The simple and nonlinear navigation alongside intelligent chunking of content offered easy and quick access to learners for the specific part of simulations. The simulations’ were developed to work on multiple operating systems and multiple devices including laptop-computers and tablets.
Business Requirement
The objective of this project was to create an engaging and immersive online learning experience. Additionally, the learners had to be up skilled for the usage of EMR systems and make them career ready for the healthcare industry. Three types of simulations were planned; Show Me, Learn by doing, and Did I get this? These courses had to be section 508 compliant.
How Harbinger Helped?
Harbinger’s instructional and visual design team along with the programming team collaborated with the Bellevue project team. As expected, with so many experts giving their mindshare, the end product was an interactive and engaging learning experience for the learners.
Harbinger’s design theory was to ensure accessibility through multiple devices and making it 508 compliant. Some highlights of the solution are mentioned below:
The following tasks were performed as part of the instructional design strategy for the project:
- Study of EMR systems
- Content analysis
- Creation of Instructional design approach/strategy (IDD) and Detailed Content Outline (DCO)
- Content chunking as per guidelines provided by Bellevue College
- Storyboarding
- Job Aid Creation
- Creation of voiceover transcripts
Harbinger utilized its custom HTML5 architecture to develop these courses to make it platform & device agnostic. One major advantage of using this approach was that it allowed easy updates and maintenance along with rapid development.

Highlights
Simulation based software training is fairly common but simulation based training that is accessible through tablet devices and also 508 compliant made this project very interesting. It would be safe to say that this project is probably a first of its kind. Bellevue College is making learners employment ready through this interactive online module.
